Frequently asked questions

Can anyone view a bid before the official opening?

No. Every submission is encrypted and digitally sealed the moment it is uploaded. No one — including district administrators and BidLogiQ staff — can view pricing or proposal contents until the scheduled opening date and time, when the system unseals all bids at once.

Are paper bids still accepted?

Yes. New York General Municipal Law §103(1) requires that physical bids continue to be accepted alongside electronic submission. Electronic submission cannot be the sole method. BidLogiQ is designed to run alongside paper acceptance, and paper bids received can be recorded in the platform so the full solicitation record stays in one place.

What happens to a bid submitted after the deadline?

Late submissions are rejected automatically. On-time submissions are time-stamped and written to an immutable audit trail, so the record of who submitted what and when is preserved for audit and FOIL purposes.

Does the contracts module require an associated bid or RFP?

No. Contract review, vendor compliance tracking, and spend monitoring work standalone. Contracts can be routed for review whether or not they originated from a solicitation in the platform.
